GTİP — explained

GTİP is the 12-digit code that shows the classification of goods in Türkiye’s Customs Tariff Schedule; this code determines which customs duty rate a product is subject to and which permits and documents it requires.

The first six digits of the code are based on the internationally used Harmonized System (HS); Türkiye completes these six digits to twelve in its own Customs Tariff Schedule. The Schedule is prepared every year by the Ministry of Trade and published in the Official Gazette as a Presidential Decision; for this reason, a GTİP that was correct in one year may not remain the same the following year.

GTİP is not merely a classification label: the customs duty and VAT rate, any additional fiscal charge, and the control or conformity document (health, agricultural, standards) a product is subject to are all tied directly to this code. The same product can be assessed under a different chapter when presented at a different degree of processing or with different technical specifications.

The first part of the code is internationally shared; the last part is specific to Türkiye. For this reason, an HS code received from a supplier or buyer abroad may not be identical to the full GTİP under Turkish legislation; the national completion also needs to be checked separately.

When You Encounter It

Determining the GTİP is the very first step of the customs process: before the declaration is registered, which duty rate and which permit will apply is determined through this code. When the order is reversed — that is, when the declaration is prepared first and the GTİP is only clarified afterwards — the goods usually end up waiting at the port or in the customs warehouse once a missing permit or document is noticed. In practice, the degree of processing a product has undergone can change its tariff heading: raw material, semi-processed and finished states are often placed under different chapters. This distinction is clarified with photographs, a technical description and, where necessary, a sample; it is not guessed from the commercial name.

What It Doesn't Cover

  • Determining the GTİP is not a final, indisputable search result — it is a classification decision. The same product can be argued differently depending on which technical features are emphasised, and the authority may hold a different view.
  • For a disputed or recurring product, an application for Binding Tariff Information (BTI) can be made, which makes the classification binding on the authority; this is a separate application process from the GTİP itself.
