Frequently Asked Questions
Which document is most often missing in marble block exports?+
The items that most often cause hold-ups are mismatches in measurements/weight and the Certificate of Origin/movement certificate. In block exports, if the cubic metre and tonnage figures on the invoice do not match the packing list, problems arise both at export inspection and when the buyer imports the goods. If the A.TR or EUR.1 requirement for the destination country is not settled from the outset, the certificate has to be obtained retrospectively and the process is delayed.
If the declaration is not ready in time for the loading day of a fresh fruit and vegetable shipment, what happens?+
For this product, the cost of delay is not only administrative but physical: every hour eats into shelf life and strains the cold chain. If the vessel or vehicle is missed, waiting for the next departure turns into quality loss for the goods. That is why, in season, declaration preparation is tied to the day the order is confirmed rather than the loading day; document gaps are closed in advance, in line with the harvest calendar.
Should an A.TR or a EUR.1 be issued, and how is that decided?+
The deciding factor is the agreement between the destination country and Türkiye, and the origin status of the goods. For industrial products in free circulation shipped to EU member states, an A.TR generally applies, while shipments carrying a preferential-origin claim use a EUR.1. The wrong document causes the buyer to lose the preferential tariff on import; the decision is made before shipment by assessing the product and the country together.
I am told my export declaration has not been closed — what does that mean?+
Closure of a declaration is the system confirmation that the goods have actually left the customs territory. If the exit record is not registered, the declaration remains open, and this becomes an obstacle in VAT refund and exporters' association procedures. The cause is most often missing exit information from the carrier, and it is resolved by following up with the exit customs office.
Is a declaration required for samples or free-of-charge shipments too?+
Even when there is no charge, the exit of goods from the customs territory is subject to declaration; the free-of-charge export procedure applies, and a document showing that the shipment is free of charge is issued instead of an invoice. Shipments sent as "samples" without a declaration get stuck at import in the destination country. For some product groups, samples are also subject to permit and inspection requirements.
I had to change the loading port — does the declaration need to be re-issued?+
Changes are straightforward before the declaration is registered; if the exit customs office changes after registration, the declaration may need to be corrected, or cancelled and re-registered. This also affects the movement certificates and transport documents. If the possibility of a port change is known from the start, the documents are prepared accordingly, reducing the burden of correcting them later.
