EUR.1 Movement Certificate — explained
The EUR.1 Movement Certificate is a document used in exports to countries with which Türkiye has signed a free trade agreement, or in agricultural exports to the EU, that proves the product meets the preferential rules of origin and thereby allows the shipment to benefit from a reduced customs duty.
The EUR.1 is completed by the exporter and approved by the chamber of commerce or industry the exporter belongs to; after chamber approval, the customs authority endorses the certificate, and it only becomes valid once that endorsement is given. Unlike the A.TR, it does not prove free circulation — it proves the product's preferential origin status under the relevant agreement; it is used for agricultural trade with the EU and for shipments to countries with which Türkiye has a free trade agreement.
Today, the approval and endorsement process is largely carried out electronically: chamber approval and the customs endorsement are separate electronic steps, and the certificate is not considered valid until both are completed.

When You Encounter It
When a shipment is planned to a country with which Türkiye has a free trade agreement, or an agricultural shipment to the EU, whether the buyer can benefit from the preferential tariff depends on the EUR.1 being issued correctly. The application, chamber approval, and customs endorsement must all be completed before the shipment; if this chain is not synchronised with the loading schedule, the certificate may not be ready in time.
A common situation is that the same product requires different documents depending on the destination country — one shipment may need a EUR.1, while another may need an A.TR or a Certificate of Origin. Which document is required is determined by evaluating the product and the destination country together.
What It Doesn't Cover
- A EUR.1 is only issued for countries covered by the relevant agreement or free trade agreement; a EUR.1 issued for a country outside that scope does not provide the buyer with a preferential tariff. If the product's inputs come from more than one agreement country, the origin calculation is made under the rules of cumulation of origin.
