Plant Quarantine and Phytosanitary Certificate — explained
Plant quarantine is a plant health inspection carried out to prevent the cross-border spread of harmful organisms carried by plants and plant products; the outcome of this inspection is documented with the phytosanitary certificate (plant health certificate), issued by the exporting country's official plant protection authority.
Plant quarantine inspection requires that the phytosanitary certificate — issued to show that the plant product is free of harmful organisms in its country of origin — accompanies the shipment. In Türkiye, this inspection is carried out by the quarantine organisation within the Ministry of Agriculture and Forestry; a plant product without a certificate, or one whose certificate details do not match the actual shipment, is not permitted entry.
The inspection is not merely a paper document check; the product is physically examined at the entry point, a sample is taken and sent to a laboratory when necessary, and the goods are not released until the result comes back. If a live pest is detected, measures such as fumigation, separating the batch, return, or destruction may follow; which measure applies is at the discretion of the inspecting authority.
Because the phytosanitary certificate is issued in the country of origin, an error or omission on it means having a new document brought in from abroad; this constraint applies just as much on the export side as on the import side, because shipments leaving Türkiye also require the same kind of certificate, issued at the destination country's request.
When You Encounter It
When planning a shipment of fresh fruit, vegetables, seeds, seedlings or other live plant products, the plant health requirements of both the country of departure and the destination country are established in advance; some countries may require additional testing or special treatment (for example, heat treatment or fumigation) for specific pests, and this requirement is reflected on the certificate.
On the import side, a batch with a missing certificate, or one whose contents do not match the declaration, is held at the entry point; the conditions under which the goods wait (customs warehouse, under supervision) are a separate decision that varies by product.
What It Doesn't Cover
- The phytosanitary certificate shows only that the product is free of harmful organisms for plant health purposes — not its origin or commercial quality; if proof of origin is required, this is provided through a separate document (certificate of origin).
- Having the certificate does not mean the product is exempt from physical inspection on entry; examination, and sampling when necessary, is applied separately to every shipment at the entry point.
